China Finishes Drafting Anti-Monopoly Guidelines against IPR Abuse

The Bureau of Price Supervision and Anti-Monopoly under the National Development and Reform Commission (NDRC) of China is striving to push forward the drafting work of six anti-monopoly guidelines, according to an official's briefing on latest price reform of the country at a press conference on 5 November 2015.

The guidelines, as ancillary regulations of the Anti-Monopoly Law which came into force in 2008, aim at enhancing transparency of anti-monopoly enforcement and affording market entities reasonable expectation. By this stage NDRC has finished drafting the anti-monopoly guidelines relating to the abuse of intellectual property rights, and has been collecting opinions and comments from the parties concerned.

The other five anti-monopoly guidelines which NDRC is working on include those relating to the automobile industry, leniency policy, undertakings' promise, calculation of illegal gains and fines, and monopoly agreements exemption procedures.
