MOFCOM-USPTO IP Licensing Program Takes Place in Beijing

 
 
On 28 March 2017, the MOFCOM-USPTO IP Licensing Program, a conference jointly sponsored by the Ministry of Commerce of China (MOFCOM), the US Patent and Trademark Office (USPTO), and Intellectual Property Academy of Renmin University of China (RUC), took place in Beijing. The event was attended by 150-plus experts and academicians from the governments, courts, universities, and enterprises of the US, the UK, and China.
 
The conference mainly addressed technology transfer and IP licensing-related issues of the US, the UK, and China from legislative, judicial, or historical perspectives. Speakers for the occasion included Mr. Chen Fuli, Deputy Director General of Department of Treaty and Law of MOFCOM; Mr. Mark Cohen, Senior Counsel of USPTO; Ms. Julie Kavanagh, Minister Counselor for Consular Affairs at US Embassy in Beijing; Dean Liu Chuntian from School of Law of RUC; Mr. Tom Duke, UK IP Attaché to China; and Judge Luo Xia of Supreme People's Court of China.  
 
Specifically, the conference covered topics including: the importance and complexity of IP licensing; IP laws and regulations of the US that may be applicable to China; the UK experience with domestic and international technology transfer; Chinese contract law and regulations as well as cases on technology transfer; technology trade administration in China; history of IP licensing negotiation between China and the US. In addition, discussion at the conference also focused on the application of Article 24 of Regulations on Administration of Import and Export of Technologies.
