MIP Reveals Top 50 Most Influential People in IP & Ranks for the First Time the Top 10 in Order
Managing Intellectual Property (MIP) magazine recently announced its 2012 lists of "Top 50 Most Influential People in Intellectual Property Worldwide" and as a new addition this year, ranked the top 10 in order.
First on the top 10 is Mr. Larry Page, co-founder and CEO of Google, His company has become one of the key forces shaping the US laws relating to some controversial IP issues, for its involvement over the past year in several high-profile cases. Also on the list is Mr. Tian Lipu of the State Intellectual Property Office of China (SIPO), who is considered the 4th most influential IP figure worldwide.
Among the magazine's separate lists by region of the top 50, six from China are named under its Asia selection:
Mr. Tian Lipu, commissioner of SIPO
Under Mr. Tian’s leadership, China’s intellectual property has seen phenomenal growth. In 2011, it has overtaken the United States and Japan as the country with the most patent filings (amounting to 1.63 million) in the world. An overall environment conducive to the development of IP has also been rapidly forming, with Mr. Tian at the forefront.
Mr. Xi Xiaoming, vice president of the Supreme People’s Court of China
Mr. Xi also oversees the IP Tribunal of the Court. His frequent speeches and writings on IP issues have a lot of influence on national judicial IP policy and are often referred to as judicial guidelines. He stresses the role of judicial policy in improving IP environment, the need for uniform standards of justice, and effective allocation of judicial resources.
Mr. Zhang Qin, executive secretary of China Society of Science and Technology and vice president of China Intellectual Property Society
As deputy commissioner of SIPO from 2003 to 2009, Mr. Zhang was the key organiser and drafter of the Outline of National Intellectual Property Strategy of China (2008). He is also playing the role of public intellectual. His recently published book, The Basic Theory of Intellectual Property Right, lays out the philosophical justification for IP and its role in China’s national development. This is expected to influence how IP is seen in the country.
Mr. Lu Guoqiang, head of Shanghai IP Administration
Mr. Lu is devising a 10-year plan to cement the role of Shanghai as a regional IP hub, leveraging its popularity among foreign companies as the jurisdiction for filing IP suits. He is also lobbying for the set up in Shanghai of the World Intellectual Property Organisation (WIPO)’s first regional office in China.
Ms. Jiang Ying, deputy chief judge of the IP Tribunal of the Beijing First Intermediate People’s Court
Ms. Jiang is one of the most influential and respected IP judges in China. She is regarded as extremely professional and a very impartial judge. She also frequently lectures on the importance of IP laws and ways to encourage innovation and creation.
Mr. Jack Chang, senior IP counsel at General Electric Company for Asia and chairman of Quality Brands Protection Committee (QBPC)
Mr. Chang has been making great efforts to make China a more IP friendly place. He and the QBPC maintain effective communication between foreign companies and the Chinese government, in particular to clear up the former’s misconceptions about the government's IP-related policies.
